Cost is not a factor. Been with VBulletin since v 1 but the latest update is lacking many modules do to its complex setup so looking at alternatives. Phpbb is good but looking for something more commercial.

Then should try Vanilla. It's easy to manage and not only that then even support PHP 7 where the vbulletin still stuck with old PHP versions.

I've never tried Vanilla, but if I were to start another forum, I think I'd lean to Xenforo again, but only after checking out current versions of Vanilla and others.

Vanilla is quite good and easy to work with. As for vBulletin, it went straight downhill starting with 4.x versions; 3.x series was great.

I've seen a lot of Xenforo forums spawning, and it's very pleasant to use as an end-user, although I've never used it as an admin, it's still an option worth considering.
